The Forum was established as a organisation in its own right during 1995. Prior to this, many relevant concerns and issues were raised through the activities of a number of its Founder Members while they were employed by the UK Joint Nature Conservation Committee. Indeed, the European Forum on Nature Conservation & Pastoralism initially referred simply to a JNCC-supported Forum of interested individuals who met at a conference every two years and who kept in touch in the interim through the use of a newsletter.
